Is there a way to create FAQs within PeopleSoft Application

PeopleSoft HRMS 9.2 PUM 45 and Tools 8.60.04

We have a requirement from client that they wanted to have a FAQ repository created and maintained for the junior functional team to know their business process.

I explored the AG - Activity Guide and Questionnaire Framework seems both is not sufficient to handle the requirement as it needs much of development and then configurations.

So, is there any other feature in PeopleSoft or Tools that I can use to have this configured with minimal development effort.

Note: FAQs can be from as simpler as one lines to referring another document (PDF) or HTMLs/Rich Texts
