PGP Encryption and Decryption in PeopleSoft

We have two existing Inbound and Outbound file based interfaces. Now we have a requirement to encrypt those files and send it to third party. Similarly, we will get encrypted file from third party and decrypt it.

The third-party (vendor) will use PGP encryption.

1.Can it be done completely by PeopleSoft ? or

2.We need middleware team for the encryption for third party?

Also can suggest technologies based on your experiences on the approach that should be taken in this case?
