FHWA Purpose ID - Has anyone implemented a solution (BI_FFEXT)?

PeopleSoft FSCM 9.2.45, Tools 8.58.23 (going to Tools 8.58.07)

All,

FHWA has identified a new requirement for a Purpose Identifier in their electronic billing file (Created by BI_FFEXT). I'm wondering if anyone else has implemented a solution to providing this information. It's a 10-character field, and we'd like to understand how others are addressing the requirement.
