Project Costing - use one project across many GL BUs?

Should I be able to use a single Project ID across many GL BUs?

We have a Project setup as DPDPC SCC0001543 with GENAL as Integration unit on the project setup. The integration template for GENAL includes EQAZ, and the one for EQAZ includes GENAL. We enter a voucher for it where the GL Unit on the line is EQAZ. when this posts to GL, it fails because of the GL Unit on the voucher line. It doesn't like EQAZ as the GL unit on the line. If we change it to GENAL it will post. Do we have something not setup right somewhere?
