How to set Up AWE for GL/Commitment Control Budget Transfers

I want to setup AWE (Workflow approval) for Commitment Control Budget Transfers. I have followed the setups in PeopleBooks (GL Business Unit select journal approvals), but I cannot get it to turn on. Are there any setup documents with step by step setup I can follow?
