SQR prints as legal to PDF but letter size when sent to HP Pinter

Product: PeopleSoft 9.2, PT 8.58

We need to print checks (PAY003) to a Z Fold (legal size) paper forms. We modified CHKADVPR.SQC and changed the paper size to (8.5, 14).  

When we print the checks to a PDF everything is aligned but when we print to the HP Printer (.lis file), the top line is 3 inches below the top of page. It's as if the printer is interpreting job as letter size.  Why is this happening??
