Can you have both approvers and a user list defined as a participants at the event level in AWE?

PeopleSoft FSCM 9.2.47.

On the transaction configuration page, under notifications I have two participants configured for the requisition route for approval line event. The first participant is Approvers. The second is a user list. Only the users defined on the user list are receiving email notifications. We have checked that the notification name we have specified allows for email notifications. Any assistance in determining why approvers are not receiving emails would be greatly appreciated!
