Why am I getting 'Document Sequence Number is required.' error after journal edit/post?

PeopleTools 8.59.07

A journal was manually entered and after running GL_JEDIT to edit/post, the journal has the error 'Document Sequence Number is required'. The field referenced is DOC_SEQ_DATE. We do not have document sequencing enabled at the installation level. It was my assumption this field would be automatically assigned if it's required and document sequencing is not enabled. Any thoughts would be greatly appreciated!
