Voucher Mass Maintenance - Missing Action Button

PeopleSoft Financials - 9.2 PUM 46 Tools 8.59

I have a role, where we only want to grant the users permissions for VCHMASSDEL Process Group MASSMAINT. The role has the page permissions for Voucher Mass Maintenance and the user's User Preferences lists the Source Transaction and Process Group referenced above, however, the user does not have the Action Button available. Any thoughts?
