Withholding Minimum Amount Limit do not apply to Quick Check Payments?

Hi,

We are in Oracle Applications 12.2.11, and we have configured Withholding Tax in our Peru operating unit. We have setup a Withholding Minimum Amount of 700.00. We observed that for a Quick check payment ( via Single Payment screen) in the amount of, e.g. 163.00, the Withholding Tax was applied. But if the same invoice is paid using the Payment Batch screen, the Withholding Tax is not applied.

Please advise - why for Quick check payment, the Withholding Tax was applied to the invoice whose amount is less than the Minimum Withholding Amount ?

Is there a configuration that enforces the Withholding Minimum Amount Limit on Quick Check payment? Please advise what is that configuration. Thanks.
