Bills stuck in BIIVC000 process with INACTIVE credit analyst values

Hello,

We are on PeopleSoft 9.2. Currently we upgraded from Image 33 to Image 46. Due to inactive credit analyst and collector values, bill is stuck in BIIVC000 process. Is there any way to cancel the bill or update the values via online page in Billing ? Thanks !
