URGENT: PUM Image 48 installation

Windows Server is 2016 .

We are installing FSCM 9.2 PUM 48 on our current Windows Server 2016 and ran into the following error C:/psft/dpk/archives/fscm-psapphome92-8.60.06.tgz failed with error: No such file or directory - CreateProcess in the C:\DPK_INSTALL\setup\psft_dpk_setup.log.

Is PUM48 needs to be installed on PeopleTools 8.60 and later? are we required to be on Windows 2019 and later to install PUM 48?

Can we install FSCM PUM48 on tools 8.59.x on Windows 2016.


Please advice.
