Can it possible to deploy PeopleSoft Images DPK with lower Peopletools version release?

PeopleTools 8.60 is available with FSCM image 48. Now PT 8.60 is certified with Windows server 2019 and on. However PT 8.59 is certified with Windows 2016 which we currently have available. Now do we need get Windows Server 2019 for Image #48 to deploy? or is it possible to deploy DPK with PeopleTools 8.59 during setup. Please advise.

We don't have WS 2019 VM available and it takes time and mean time we have urgent requirement of getting one patch.
