State identifier for 1099-Misc not populating in box 17

We utilize Peoplesoft Accts Payable 9.2, Tools Version 8.58.22

We have state backup withholding on our out of state vendors - We are based in PA.

We can get amounts in Box 16 and 18 to print on the Copy B's but the State/State Tax # in Box 17 will not print if the vendors address is not in Pennsylvania.

Has anyone else had this same experience and if so, how did you get the State information to populate in Box 17?
