Creating Outside Operation without Work Order process

Hello Oracle Team,

How can I setup an outside operation process (or Purchase Order process) to send inventory to a Vendor for Painting work, while deducting items from on-hand stock and later receive them back into stock without utilizing the manufacturing module in JD Edwards.
