Need different Withholding Accounting per AP Business Unit

We have a number of AP business units pertaining to Philippines entity. All these BU's are posting to same GL BU. Also, all these AP BU's share the same set of Suppliers.

Currently the withholding liability is posted to a single set of Chatfield values which is same for all AP BU's and all WTHD Tax classes, i.e., the withholding amount gets booked to the same Account, Oper Unit, Department combination regardless of the AP BU or Tax class.

Now we have a requirement from business wherein they need the withholding booking to have different Oper Unit & Dept values based on AP Business Units. Each AP BU should post the WTHD amount to specific Oper Unit & Dept.
