How to limit OPRID by Business Unit on search pages

On Peoplesoft FSCM 9.2 PeopleTools 8.58.22        Image 42  

On some search pages such as Incomplete Payments under Accounts Receivable .. Payments .. review payments. One of the available search fields is USER, aka OPRID. We would like to limit the available list of users by Business Unit, or SETID.

We have implemented row level security for Business Unit, so that when a user picks Business Unit on that same page, only their available business units are shown. How can we implement the same functionality for Users.
