Restore database from RMAN backupset

I am using Oracle Enterprise Database version 19c. The database was backed up via multiple in-house scripts every night. One script is using RMAN to send RMAN backupset to local disk storage, the other script is using RMAN and SBT_TAPE interface to send backupset to the dedicated storage appliance. The two backupset have two different tags. When I restore the database, I transferred backupset from the local disk to the restore server, hoping to restore database from the copy of the transferred backupset. But RMAN is complaining below errors:

RMAN-03002: failure of restore command at 01/24/2024 11:44:29

ORA-19554: error allocating device, device type: SBT_TAPE, device name:
