is there a case where replication will skip records when restarting?

in Gateways, Oracle Lite, Oracle DB Mob. Server, TimesTen (MOSC) Question

TimesTen Release 7.0.6.12.0 (64 bit Linux/x86_64) (706120_64:19300) 2012-02-08T10:49:07Z

We experience occasional TT16121 errors, and in some cases the application that is reading the replicated datastore is signaling that records are missing.

Is it possible that the repagent is skipping records when restarting?

FYI, this is with an Active/Standby replication scheme: Active => Standby => Subscriber
