Budget Checking Payroll Journals

Is there a way to automatically flag Payroll journals to undergo budget checking? We are on GL 9.2 PUM 48, Tools version 8.59. Our understanding is the system is delivered to let Payroll journals bypass budget checking, however we would like to change this so all Payroll journals are budget checked. Thanks for any insights.
