Does Oracle EBS r12.2 have any patches to support Japan's JIIMA Electronic book law?

Hi all. I have a question related to Oracle E-Business Suite version R12.2.

Japan has a local requirement where the datetime stamp has to be captured for documents such as iExpense or Account Payables attachments.

I have seen an article which mentioned that Oracle Fusion Cloud supports this requirement (link below, article written by Eriko Maeda). But I was wondering if anyone in the community might know if Oracle EBS R12.2 would be able to do the same? It could be via a localization patch or we might have to some some kind of setup changes in EBS.

I would greatly appreciate any feedback related to this topic. Thanks in advance!
