What process changes PC_DISTRIB_STATUS on the JRNL_LN to I?

PeopleSoft FSCM 9.2.46

I need to test generating custom journals in FY timeframe, which pay period was split to two fiscal years. We've refreshed our test databases both HCM and FSCM from the proper production backup from last FYE timeframe, and ran Payroll Interface to send payroll data from HCM to FSCM. HR_ACCTG_LINE table seemed to be populated just fine.

After posting journals created by FS_JGEN process for both FY23 and FY24, I started running PC_GL_TO_PC process, but nothing was processed. It turned out that PC_DISTRIB_STATUS of all journal lines in JRNL_LN table for this pay period was set to "I".
