Direct Reports tab is always empty

In my Oracle OIM 12c installation, the tab Direct Reports is always empty.


users have the column usr_manager_key filled in.

One or two even have the usr_manager column filled in. (which as I understand is depreciated)


Yet it never seems to show data. Even OOTB. And despite my searching, i can't find anything about it except "This is where the users that have you as a manager are listed" which is unhelpful.
