PUM upgrade - data missing in table

Hello.
We are undergoing a PUM upgrade going from 46 to 49, and as a developer, I noticed labels were changed in the PSDBFLDLABL table, and I do see the new values in our "PUM49 sandbox) which is as delivered. How is that table upgraded to our test environments as I am not seeing the new updates? The systems team went through some changes, and I am concerned that some steps may have been missed. It was pushed back to me to do the analysis, as I've never worked on the system side for upgrades. Is there
