1099 withholding report has some payments duplicated

I completed the 1099 withholding process for my tax dept for year end 2023. In the file, there were ~50 payments that were duplicated.

I've looked at the duplicate payment lines but cannot find anything consistent between them all that indicates why duplicate payments appeared on the report for some & not others.

Does anyone have any ideas what could be causing some duplicate payment lines for some & no others on my 1099 withholding report?
