Issues with locked users in cache

Hi,

We have an end of the month job runs that requires the FS guys to lock users before the run and unlock after the run. But even after the users were unlocked, I still have issues with those users remaining locked in cache. i.e. I need to manually clear app server cache for the users to to be able to login again and this affects EIPs thats coming through from HR side.

I learnt that it wasn't so in 9.1, has anyone experienced such or how can I resolve this without manually clearing app server caches?

N.B.: They use script to lock users.
