Is it possible to send Approval notifications in R12 to employees without user account

Is it possible to send Approval notifications in R12 to employees who do not have Oracle User Account but have the email address in HR employee record?What we are looking for is for an approver (employee) who does not have user account (no record in FND_USERS) to be able to receive email approval notification and take action. Appreciate any help in achieving this requirement.
