Using Page and Field Configurator for Change Tracking

We are currently testing the usage of Page and Field Configurator. The system is easy to set up and use, however the users are requesting that comments/attachments be required for the change. I looked at the documentation and it appears that based on security, the user may enter comments and upload attachments related to the change.

Is there a way to 'require' comments and/or attachments for the change?
