Anyone else having an issue using Delivery Opts in concurrent manager?

We're on Oracle EBS 12.2.10 and we've noticed when using Delivery Opts to deliver a pdf report to an email address that it's not working properly. If Send as Attachment is not checked, we get garbage in the email body. If it is checked, the attachment has a few words of the title and that is it, the rest is blank. I noticed I got a second email a few minutes later containing a url for the report, but others have not gotten that. Very strange behavior. If we use Options to set the
