JDE E1 9.2 - Adding a Rule to Prevent WO Cancellation if Costs Exist

We have an issue where users are cancelling work orders that either have time or purchases linked to them.

Is there a way we can prevent the user from using code 98 - cancellation? Can this be an orchestration or some other verification that runs when user enters 98 on the status?
