Unable to submit process BIJOB03K after configuring Business Process Definition

We are on PS 9.2 Image 47 with PT 8.59.13 and are trying Business Process Weaver for the first time. I've configured a Business Process Definition to run a sequence of four billing steps. The last step is BIJOB03K.

After configuring this, we are no longer able to submit BIJOB03K. The "Run" button has been replaced with "Launch".

If I click "Launch" while signed in as the user that created the BP Definition, I get a message that reads "The current user does not have access to create a run control for this business process."

If I sign in as another user, even one that was granted security access to all steps of the defined BPW, I see "You are not authorized for this page. http://.../EMPLOYEE/ERP/c/BUSINESS_PROCESS_WEAVER.BPW_PROC_INST.GBL?Page=BPW_PROC_INST&Action=U."
