UID in odbc.ini is being converted to upper-case, which then fails validation

in Gateways, Oracle Lite, Oracle DB Mob. Server, TimesTen (MOSC) Question

The instance admin is "timesten", which is specified in the odbc.ini file. DB create fails with the message " 15105: User TIMESTEN requesting database creation is not the instance adminstrator".

Does instance admin UID need to be defined in UPPER-CASE? Is that documented anywhere?
