How do we exclude specific bug numbers from a change package?

We attempted to exclude specific bug numbers from our PUM 49 change package by doing the following in the Define Update Package creation wizard:

Selected "All other search criteria" from Step 3.

Chose "Prod/Severity/Image" from Step 4. Selected Images 47 through 49.

In Step 5, from the "Included Bug Fixes" list, we searched on the 3 bug #'s we wanted to exclude. We unchecked each one.

In Step 6, when reviewing the change package, we verified that the "User Selected" flag was turned off for the bug #'s we excluded.

After applying this change package to a demo environment, and checking the ps_maintenance_log table, 2 out of the 3 bugs were applied by the change package, even though we thought we had excluded them. We can't figure out why this happened.
