How to prevent Journals with COMBO EDIT ERROR from submission to approval

Hi,

We are on PSOFT. One of the manual journals has a combo error where PC BU, Project, Activity, Amount values are missing on one of the lines. The journal has a valid budget check and journal edit status. The user submitted it for approval. Is there a way to prevent such journals from submission to approval workflow ? Thanks!
