How to create a unique Journal ID using FS_JGEN

We cloned the delivered PS_JGEN_ACCT_ENTRY as our base setup for inbound transaction processing, but we want to use a field like the TRANSACTION_ID as an identifier to force the FS_JGEN process to create a unique Journal ID. As it stands the only thing I can tell that causes a new journal id to be created in the FS_JGEN process is if the ACCOUNTING_DT is different. Has anyone successfully accomplished this or have ideas on how to accomplish this?

We are on PeopleSoft PUM 44 and Tools 8.60.12
