OAM cannot start

Hi,

On Linux server, I stopped OAM, now OAM cannot start with following:

weblogic.management.ManagementException: Unable to obtain lock on
…..m/oam/Oracle/config/domains/oam_domain/servers/oam_policy_mgr1/tmp/oam_policy_mgr1.lok. Server may already be running
at weblogic.management.internal.ServerLocks.getServerLock(ServerLocks.java:219

I removed oam_policy_mgr1.lok but again the same error message and OAM cannot start.
