Generate sqr report in japanese language

We are upgrading from PT 8.59 to 8.61(on prem) and business is running an sqr to generate report in japanese but output pdf is in ng only. Process picks up correct(pssqrjpn.ini) but still unable to get output in japanese language. In prod(8.59) its working as expected. Any help in suggesting possible reason.
