PSFT FIN GL/KK Performance Issues in Budget Definitions - Tools 8.60.13

The Budget Definitions page takes several minutes to save when creating a new effective dated row for a ledger group. We found this issue when we moved from Image 36 to 46. Bug 35459281 - EGL9.2: ADDING NEW EFFDT ON BUDGET DEFINITION WITH PARENT CONTROL BUDGET TIMEOUT is similar to this issue and a fix was included in FSCM9.2.49. When I tried to search for more details on this bug - no information was available (Requested bug could not be displayed). We are moving from Image 46 to Image 51. Our testing for this functionality has not improved. It still is taking quite a long time to save a new effdt row in Budget Definitions. Are there any other solutions available to improve performance for this action?
