is it possible to abort the workflows raised by some other users

Unwanted Changes Orders has been created in Oracle ebs PIM , we were able to cancel the change orders. But user is still able to reply to the change order and the Workflow is moving to next step, causing confusion to the users.

can you please provide some solution to be able to cancel the Workflows as well. Cancellation of Workflows is the primary need, as change orders cancellation is not making any difference to users.
