How to add a custom message to top of PeopleSoft homepage

Currently our organization has a custom greeting message that displays the last time the database was restored on our development domains to the right of the Oracle logo. We just recently upgraded from Classic to Fluid theme and we are looking at adding that same custom message in the Fluid banner at the top of the page. We are on PeopleTools 8.59.08.
