ExcelUploadforVoucher upload without Integration Broker

Hi team - the ExcelUploadforVoucher.xlsm that generates the XML - we do not have integration broker active in our environment. Is there a way to upload that XML that the file generates into PeopleSoft manually instead of using the integration broker process.
