Strategy tab default in Collections form totally gray and blank like sheet of paper

Current version: 12.2.9

Having the Strategy tab as default display in Collections form, when accessing the Collections form, the Strategy tab display is a completely blank and gray form, like a blank gray sheet of paper. The exception is if there is an open strategy work item, then the Strategy tab displays normally. Any thoughts on what could be the issue? thanks
