UNABLE TO START OR STOP ORACLE EBS R12 APPLICATION

Dear Oracle Team,

Kindly check the below error in Development application server side logs

Fatal NI connect error 12514, connecting to:

{removed by admin}

VERSION INFORMATION:

TNS for Linux: Version 10.1.0.5.0 - Production

TCP/IP NT Protocol Adapter for Linux: Version 10.1.0.5.0 - Production

Time: 11-OCT-2024 01:30:15

Tracing not turned on.

Tns error struct:

ns main err code: 12564

TNS-12564: TNS:connection refused

ns secondary err code: 0

nt main err code: 0

nt secondary err code: 0

nt OS err code: 0

when ever i try start the application on development server it shows above error in sqlnet.log file.

I just used this command as "sh adstrtall.sh apps/apps" after that i face this below msg.
