RMAN ORA-04067 suddenly manifests on new database when connecting

Outline - upgrading an 11.2 db to 19c, did initial full import, for updates/testing have done subsequent schema level imports via network_link on schemas that own objects only. Have had no issues connecting with RMAN until today.

Databases are on windows servers.

I am planning to do final direct import from 11.2 database end of this week, dress rehearsals to drop & reimport schemas and update data have gone well for user testing, used RMAN to clear out archive logs created from imports etc. so FRA doesn't run out of space.

Until today, thought I would put new DB in noarchivelog mode & do test direct import and see if turning logging off for import improved elapsed time. Shutdown DB, startup mount, switched to noarchivelog and opened database. Opened RMAN to clear out old logs and when I did a connect target / I get the following:
