Billing Interface error 0411

We recently updated to 8.60.15 Image 51 and are having some billing interface issues. Several of our billings have error code 0411 "Missing Bill By Field(s) Value". What field on the Correct Interface Error (page = INTFC_BI component = INTFC_BI_E_VW) is that error referring to? Is it the "Header Fields Bill By" (INTFC_BI_HDR_FIELDS_BILL_BY)?
