Unable to enter VAT Registration Details for New Suppliers

PeopleSoft Version 9.2

We can't seem to enter VAT Registration Details for New Suppliers. The Country lookup comes up blank, so we cannot enter a valid country. It only seems to work after the Supplier has been approved. See steps below:-

1. Create a New Supplier
2. Under Identifying Information, tick Yes for VAT Registration.
3. Click on Registration Link to enter VAT Registration Details.
4. No values available in Country Lookup.
5. Exit VAT Registration Details page.
6. Untick VAT Registration.
7. Continue to enter Supplier Data, Save.
8. Tried again to enter VAT Registration details (repeat steps 2-6).
9. Submit for Approval & Approve.
10. Re-enter Supplier.
11. Under Identifying Information, tick Yes for VAT Registration.
