Unable to apply OAM WEBGATE DB19c BP 12.2.1.4.2340919 (Patch 37078094) to fresh install

I'm working on deploying a brand new Forms and Reports 12.2.1.19 installation on a new server and attempting to apply the CPUs before running RCU or Deploying the Weblogic domain.

The rest of the patches install correctly in the Oracle October 2024 CPU outlined in Document 2806740.2

opatch apply encounters the following error:
