Need to install Java on Win 11 desktop to use the Preview features in BI Publisher Plugin?

Just installed Oracle BI Publisher Add (version 12.2.1.4) on Windows 11 laptop. Followed the Oracle BI Plug In installation steps and opened sample RTF file ..\Balance Letter Finished.rtf. Loaded sample data file Balance.xml successfully. When Previewing with option PDF, I got the "javaw -Xmx256M -jar "C:\Program Files\Oracle\BI Publisher\BI Publisher Desktop\Template Builder for Word\jlib\RTF2PDFv2.jar" "C:\Users\jkpham\AppData\Local\Oracle\BIPublisher\TemplateBuilderforWord\tmp\tb_param.xml" Not Found" error. Do I need to purchase license and install Java on my Windows 11 laptop?
