Unusual request ID generated in Payment request center

We have seen a PRC in the system wit request ID as 'SUBMITTED_'. We are aware that the request id cannot be modified once the PRC is created. We are unable to replicate the issue. Please let me know how come the request ID is generated as 'SUBMITTED_'.
