Change collection strategy

From the Collections form, we are unable to change collection strategy unless there is an open work item that has not been completed or cancelled. The Change Strategy button is greyed out. If there is an open work item, the Change Strategy button can be selected and strategy changed. Any experience or ideas appreciated.
